At a special meeting of the Segrètatioi Council of Hongkong, which was held on the 26th instant, for the purpose of introducing a new "Order and Stealth Amendment Ordinance", to empower the Colonial Government to take measures for carrying out the Sanitary Reforms as strongly recommended by Mr. Chadwick.

2. This short opening Address contains much that is excellent in this and on other matters of importance affecting the Colony. It will be seen that these sentiments were echoed in the most loyal and cordial manner by the two Unofficial Members of the Council, Mr. Runn, and Mr. Buckley Eshuesos.

3. The speech of the Attorney General explains the provisions of the new Health Ordinance, the further consideration of which will be resumed by the Council on the 31st instant. As soon as this Ordinance is passed, I will transmit copies of it for Your Lordship's consideration.

4. It will be seen that advantage was taken of the Meeting of the Council to re-introduce the "Emigration Ordinance," with the amendments...
